This would cut down the cost of production by eliminating expenses such as those that would be incurred in hiring development experts. It is, however, crucial to note that the government could still have to outsource some experts if it does not have experts who can handle all sections of the project. While this could be more expensive than using local resources, it guarantees delivery of an efficient, quality system that meets most, if not all requirements.
